The Petroleum Licensing Section is responsible as the Secretariat for the Committee for Reviewing and Approving Applications under Section 21(1) and Section 22 of the Exclusive Economic Zone Act 1984 [Act 311].

1. Section 21(1): No one may construct, operate, or use any island, installation, or artificial structure in the exclusive economic zone or continental shelf except with the Government's authority and subject to any conditions imposed.

2. Section 22(1): No person may lay underground cables or pipelines in the exclusive economic zone or continental shelf without Government approval regarding the marking and direction of the cables and pipelines.

3. Section 22(2): Without affecting subsection (1), the Government may impose any conditions deemed necessary for laying or maintaining cables and pipelines while exercising its rights to undertake reasonable measures for the exploration of the continental shelf, exploitation of natural resources, and prevention, reduction, and control of pollution from these cables and pipelines.
