Procedures for Application Approval of Proposed Sites for New Petrol Stations, PCS, and Other New Supply Concepts

  1. Written applications from major oil companies or mini oil companies for proposed development sites of petrol stations, PCS (Petrol Convenience Stores), and other new supply concepts, including but not limited to the CODO (Company-Owned Dealer-Operated) and DODO (Dealer-Owned Dealer-Operated) concepts, must be submitted to the Ministry.
  2. The application must be accompanied by clear and detailed information on the following matters:
    1. Details of the company and station operator
      • Name
      • Company registration number
      • Address
    2. Proposed Station/PCS Site Information:
      • Lot Number
      • Area Size
      • Mukim (Sub-district)
      • District
      • State
      • Land Status
      • Landowner
      • Location near the national border within a 25 km radius (yes/no)
    3. Local Area Information (within a 10 km radius of the proposed site)
      • Population size
      • Main activities of the residents
      • List of villages/housing estates
      • List of infrastructures such as schools, restaurants, hotels, and mosques/surau
      • List of nearby petrol stations with estimated distances from the proposed site
    4. Development Implementation Schedule (starting from the date of Development Site approval from KPDN)
      • Appointment of Consultants / Architects
      • Planning Permission (KM) application process from the Local Authority (PBT)
      • Station Development Work
      • Approvals from Fire and Rescue Department and Public Works Department
      • Business License Approval from PBT
  3. All applications for the proposed development of petrol stations, PCS (Petrol Control Stations), and other new supply concepts from major/minor oil companies will be reviewed and examined by the New Petrol Station Development Committee (JPSM).
  4. Site approval will be granted with a specific validity period, ranging from a minimum of six (6) months to a maximum of two (2) years, subject to the development implementation period provided by the company as mentioned in Paragraph 2 (iv).
  5. PDA (Petrol Dispensing Authorization) and CSA (Commercial Service Authorization) must be applied for from KPDN after obtaining Planning Permission (KM) and Building Plan Approval within the validity period of the Site Approval granted.
  6. If KM and Building Plan Approval are not obtained within the Site Approval validity period, the applicant must submit an extension request with justification to the Ministry.
  7. KPDN reserves the right to grant site approval to other companies/operators if the original company/operator fails to respond within one (1) month from the expiration date of the approval validity.
