Section 6 (3) of the Petroleum Development Act 1974 and Regulation 3A (2) of the Petroleum Development Regulations 1974 stipulated “Application for permission to initiate or continue any business marketing or distribution of petroleum or petroleum products under section 6 (3) of the Petroleum Development Act 1974 shall be made to the Secretary General of the Ministry of Domestic Trade, Co-Operation and Consumers”. Petroleum or petroleum products for the purpose of Regulation 3A (2) shall be subject to the list specified below:

Petroleum Liquified Petroleum Gas (LPG) Natural Gas
Regular & Premium Motor Gasoline Methanol Propylene
Xylene Methane Toluene
Butane Fuel Oil Kerosene, Aviation Turpine Fuel, Dual Purpose Kerosene dan Jet Fuel
Bitumen dan Asphalt Lubricating Oil Naphta Based Solvents
Benzene Ethlene Acetylene
Ammonia Urea form Ammonia NPK Fertilizer
Ammonia Nitrate Ammonia Sulphate Propene
Automative Industrial & Marine Diesel Oil
